New Delhi, 8/1 : In a decisive move to position itself as the nexus of global innovation and equitable technology distribution, India today launched a pioneering science diplomacy platform, tentatively titled ‘Vigyan-Setu’ (Bridge of Science), during the inaugural plenary of the Raisina Dialogue 2026. The initiative marks a strategic pivot in New Delhi’s foreign policy, moving beyond cultural soft power to leverage scientific prowess as a core instrument of statecraft.
The platform was unveiled jointly by the Ministry of External Affairs (MEA) and the Department of Science and Technology (DST) amidst a gathering of foreign ministers, Nobel laureates, and tech titans from over 90 nations. The 11th edition of the Raisina Dialogue, themed “The New High Table: Reimagining Glocal Governance,” provided the perfect backdrop for an initiative designed to democratize access to critical technologies.
“Science is no longer merely a pursuit of knowledge; it is the new currency of geopolitical trust,” stated the External Affairs Minister during the launch. “With Vigyan-Setu, India is offering a transparent, open-source alternative to the monopolistic technology regimes of the past. We aim to build ‘Tech-Corridors’ that connect the Global South with the advanced economies, ensuring that the fruits of AI, biotechnology, and green energy are shared, not hoarded.”
The new platform rests on three primary pillars. First, it establishes a ‘Rapid Innovation Response Mechanism’ to facilitate joint research on transnational challenges like pandemics and climate resilience. Second, it proposes a harmonized framework for ‘Data Diplomacy,’ aiming to create ethical standards for Artificial Intelligence that respect national sovereignty while fostering cross-border collaboration. Third, it includes a dedicated scholarship and fellowship program to facilitate the mobility of scientists between India and partner nations in Africa and Southeast Asia.
Analysts suggest this move is India’s answer to the fragmented global tech landscape, where “techno-nationalism” has increasingly erected walls between nations. By championing a model based on Digital Public Infrastructure (DPI)—a success story domestically—India is exporting a governance model that prioritizes utility over profit.
The launch also featured the signing of the first ‘Vigyan-Setu’ memorandums of understanding (MoUs) with Brazil, France, and Japan, focusing specifically on quantum computing and deep-ocean exploration. As the Raisina Dialogue continues over the next two days, the platform is expected to host roundtable discussions on breaking the “glass ceiling” for developing nations in the space sector.
With this launch, New Delhi has effectively signaled that in 2026, the laboratory is as important as the embassy, and the scientist is a vital diplomat in the emerging world order.
