India’s Education Revolution: Empowering Foundational Learning and Digital Access

In an ambitious stride towards revolutionizing the nation’s educational landscape, India’s Ministry of Education has launched a series of comprehensive initiatives aimed at bolstering foundational learning and ensuring widespread digital access across the country. This monumental effort seeks to equip every child with essential literacy and numeracy skills while simultaneously bridging the digital divide, ultimately paving the way for a more equitable and technologically advanced learning ecosystem for millions of students, from the bustling urban centers to the most remote villages.

The core of this transformative agenda is deeply rooted in the National Education Policy (NEP) 2020, which unequivocally places universal foundational literacy and numeracy (FLN) as the highest priority for the school education system. The policy sets an ambitious target of achieving these fundamental skills by the academic year 2026-27, recognizing that the ability to read with comprehension, write, and perform basic mathematical operations forms the indispensable bedrock for all future academic pursuits and lifelong learning. Without these foundational competencies, children often struggle with subsequent curricula, leading to significant learning gaps.

To concretize the NEP 2020’s vision for foundational learning, the Ministry of Education launched the National Initiative for Proficiency in Reading with Understanding and Numeracy, famously known as the NIPUN Bharat Mission, in July 2021. This national mission is designed to create an enabling environment for every child to acquire the desired learning competencies in reading, writing, and numeracy by the end of Grade 3. It emphasizes a structured approach, improved teaching methodologies, continuous assessment mechanisms, and active community engagement. The mission’s progress is continuously tracked and monitored through a set of 22 indicators, encompassing both academic and administrative parameters. Key initiatives under NIPUN Bharat include the development of Vidya Pravesh Guidelines and modules for Grade I, the launch of NISHTHA-FLN for comprehensive training of teachers and school heads from preschool to Grade V, and the creation of a dedicated DIKSHA FLN portal to provide a wealth of resources. A “100 Days Reading Campaign” has also been implemented to foster reading habits among young learners.

A crucial component in understanding the baseline and tracking the progress of the NIPUN Bharat Mission is the Foundational Learning Study (FLS). Conducted by the National Council of Educational Research and Training (NCERT) in March 2022, this large-scale assessment evaluated the foundational literacy and numeracy levels of Grade 3 students across all States and Union Territories. The study, a first-of-its-kind globally, assessed approximately 86,000 students from 10,000 schools in 20 Indian languages, aiming to establish reading proficiency benchmarks for fluency and comprehension, as well as numeracy benchmarks. The findings from the FLS are instrumental in informing targeted interventions and policy reforms, ensuring that educational strategies are data-driven and effectively address learning needs.

Complementing the push for foundational skills is the robust expansion of digital access in education, a critical necessity highlighted and accelerated by recent global events. The Ministry of Education’s comprehensive PM eVIDYA program, launched in May 2020, stands as a unifying force, bringing together all digital, online, and on-air education efforts. This multi-mode access initiative aims to benefit an estimated 25 crore school students across the nation by minimizing learning losses and ensuring continuity of education.

At the heart of PM eVIDYA and India’s digital education ecosystem is DIKSHA, the Digital Infrastructure for Knowledge Sharing. Launched in 2017 by NCERT, DIKSHA serves as a national platform for school education, offering a vast repository of high-quality e-content, including QR-coded ‘energized’ textbooks for all grades. It also facilitates extensive teacher professional development courses and assessment tools. Supporting 36 Indian languages, DIKSHA has been adopted by nearly all States and Union Territories and has been declared as ‘One Nation, One Digital Platform’ under the PM eVIDYA initiative. The platform, built on open-source technology, has already registered billions of learning sessions and learning minutes, indicating its widespread adoption and impact.

Further extending the reach of digital learning, PM eVIDYA leverages the SWAYAM Prabha DTH TV Channels. Originally comprising 12 channels, this initiative has now expanded to an impressive 200 channels, providing 24×7 educational programming for classes 1 to 12. These dedicated channels are particularly vital for students in remote areas where stable internet connectivity might be a challenge, ensuring that geographical barriers do not hinder access to quality education. The content broadcast on these channels is curriculum-based and developed by various educational bodies.

Another significant digital initiative is SWAYAM, or Study Webs of Active Learning for Young Aspiring Minds. This national Massive Open Online Course (MOOC) platform offers a plethora of courses ranging from school education (Grade 9 to 12) through NCERT and NIOS, to higher education courses with provisions for credit transfer to universities. SWAYAM embodies the cardinal principles of India’s education policy: access, equity, and quality, making high-quality educational materials prepared by expert faculty accessible to anyone, anywhere, anytime. The e-Pathshala portal, launched in 2015 as a joint initiative, further enriches the digital content landscape by providing educational e-resources like textbooks, audio, video, and periodicals in multiple Indian languages, accessible via various digital devices.

The government’s commitment also extends to bridging specific learning needs. Specialized e-content and radio broadcasts are designed to accommodate visually and hearing-impaired students, reflecting a strong emphasis on inclusive learning. Initiatives like Operation Digital Board aim to equip classrooms with interactive digital boards, further enhancing the learning experience. All these efforts are financially supported and integrated under schemes like the Samagra Shiksha Scheme, which covers school education from preschool to the senior secondary level, and the overarching ‘Digital India’ program.

Through these concerted and multi-pronged efforts, the Ministry of Education is not merely enhancing educational delivery but fundamentally transforming the learning experience across India. By prioritizing foundational skills and ensuring pervasive digital access, the nation is empowering its youth with the tools necessary to thrive in the 21st century, fostering a future where quality education is not a privilege, but a universal right.
